Political scientist Theodore J. Lowi identified four main types of politics, each defined by the way benefits and costs are distributed among people and groups. These types help explain how political issues are debated and resolved in society:
- Majoritarian Politics

- Most people pay and most people benefit, leading to broad public support or opposition.
- Interest Group Politics
- Benefits and costs are both narrowly concentrated.
- Examples: Labor union regulations, tariffs protecting specific industries.
- Small groups with opposing interests compete, and the public is less involved.
- Client Politics
- Benefits are concentrated, but costs are widely distributed.
- Examples: Agricultural subsidies, special tax breaks for certain industries.
- Small groups benefit while the general public pays, often without noticing.
- Entrepreneurial Politics
- Benefits are widely distributed, but costs are narrowly concentrated.
- Examples: Environmental regulations, safety standards.
- Many people benefit, but specific individuals or groups bear the cost, often leading to strong opposition from those affected.
